Mayoral Appointees to the Community Complaint Review Board

H. Edgar Alejandro – Alejandro is manager of Economic and Community Development for Western Massachusetts Electric Company, where he has worked since 1996.

He formerly served as vice president for allocations and community development for the Community United Way of Pioneer Valley and was director of planning for the Regional Employment Board of Hampden County. Edgar holds a master’s degree in education and a bachelor’s degree in psychology from American International College. He is former chairman of the SABIS International Charter School; co-founder of the Latino Breakfast Club of Western Massachusetts; and the former varsity ice hockey coach at Cathedral High School and Westfield State College.

Alejandro is a member of the West Mass Area Development Corp., Springfield Technical Community College/Assistance Corporation;  Big Brothers Big Sisters and will be inducted into the AIC Hall of Fame this month. He lives at 103 Bairdcrest Rd.

Rev. Amos L. Bailey – Rev. Bailey serves as pastor of the Christian Faith Baptist Church, Inc. He taught in the Springfield Public Schools for 12 years as a substitute teacher and for three years as a classroom teacher.and the National Baptist Convention. Bailey lives at Bailey is president of the Pastors’ Council of Greater Springfield and chaplain for the Springfield Police Department. He holds a bachelor’s degree from Westfield State College and is a graduate of the Hartford Seminary. He is a member of the United Baptist Convention of Massachusetts, New Hampshire and Rhode Island407 St. James Ave.

Theodore C. Brown – An attorney and partner with Egan, Flanagan and Cohen since 1972, Brown is a former captain and judge advocate officer with the United States Air Force. He served as a staff attorney with the Massachusetts Public Defenders office from 1972 to 1973.

He served as a member of the Springfield Human Relations Committee from 2005 to 2007 and is a former member of the Brightside, Inc., South End Community Center Board of Directors/Trustees. He is also a former associate member of the Springfield Board of Appeals, Planning Board chairman and chairman of the Board of Trustees of Springfield Municipal Hospital. Brown lives at 38 Ridgeway Cir.

Joseph O. Campbell –
During his 40 years as a research associate with Monsanto in Indian Orchard and later with the Bayer company, Campbell was awarded several patents. After retiring in 1993, Campbell went to work in Code Enforcement for the City of Springfield. He was a member of the Springfield Police Commission from 1992 to 1994.  Campbell has held many volunteer positions at the John Boyle O’Reilly Club, including president. He is an active member of Our Lady of Hope on Hungry Hill. Campbell lives at 20 Greaney St.

Carol Caulton – A City Councilor from 2000 to 2002, Caulton served as a commissioner on the Springfield Police Department from 2004 to 2006. Caulton is a member of the Massachusetts Nurses Association and the Western Massachusetts Black Nurses Association. She has worked at the Massachusetts Childhood Lead Poisoning Prevention Program since 1986. Caulton earned a nursing degree at Springfield Technical Community College and has worked as a registered nurse at the Springfield Health Department, Olsten Health Care, the Institute of Living in Conn., Wesson Women’s Hospital and Baystate Health Systems.

Caulton is a member of the Family Center Girls Club board of directors and is a supporter of Arise for Social Justice. She lives at 63 Navajo Rd.

Jose Luis Claudio Sr. – Director of Community Development and Youth at the New North Citizens Council, Inc. since 2005, Claudio is a former Mayoral Aide who worked with 43,000 Hispanic residents of the City. He served as a community liaison with the New North Citizens Council from 1998 until 2004. From 1994 to 1998, Claudio was president of operations of the Brightwood Development Corporation, working to establish new homes in the North End. He is a graduate of the High School of Commerce and holds a bachelor’s degree from the Spanish Bible Institute.  Claudio has studied at the Massachusetts Institute of Technology in Cambridge and is currently working toward an MBA from Suffolk University in Boston. He lives at 100 Clayton St.

William A. Hurley, Jr
. – Hurley is president and treasurer of William A. Hurley Plumbing and Heating, Inc., located at 523 Worthington St.

Hurley served as a commissioner on the Springfield Police Department from 2004 to 2006 and also served as commissioner for the Springfield Fire Department from1991 to 1995. From 1988 until 1991, Hurley served on the Springfield Parking Commission.

He is a member of the National Federation of Independent Business and the Springfield Lodge of Elks.

Robert Jackson – Jackson has owned and operated Jackson Security Company since 1968 and has served as an honorary deputy sheriff since 1977. In 1987, the Massachusetts Black Legislators recognized Jackson with the Minority Employer of Massachusetts award.

Jackson worked as drug task force commander at the Springfield Housing Authority from 1990 to 2003. He is a former compliance monitor for the Contractor’s Association of Boston, Inc.; a former economic/affirmative action coordinator for the Urban League of Greater Springfield and a former job developer for the Hampden County “First Offender” program.

Jackson is co-founder of the 5A Greater Springfield Youth Athletic Program and currently serves on the Urban League of Greater Springfield Board of Directors. He is a former member of the Dunbar Community Center Board of Directors. A graduate of Technical High School, Jackson holds a bachelor’s degree from the University of New Hampshire; an associate degree from American International College and certificates from the University of Massachusetts and the National Urban League. Jackson lives at 28 Strathmore St.

Fernando Mendoza – A Springfield High School teacher since 1996, Mendoza holds a master’s degree in education from Cambridge College; a bachelor’s degree from Westfield State College and an associate’s degree from Greenfield Community College.

Mendoza was a Westfield social worker from 1992 to 1996. He held the position of district executive for the Boy Scouts of America in Chicopee from 1989 to 1992. Mendoza lives at 25 Mattoon St.

Melinda A. Pellerin-Duck – A recipient of the state’s highest teaching award, Pellerin-Duck has worked in various schools throughout the Springfield School Department since 1980. Most recently, Pellerin-Duck worked as the curriculum coordinator and instructor in the newly established Criminal Justice Vocational Shop at Roger L. Putnam Vocational Technical High School. She is founder of the Putnam High School Mock Trial Team. She also established a “shadowing” program at that high school, where students work with criminal justice systems such as the Courts and Police Department.

Pellerin-Duck worked as a resource teacher in the International Baccalaureate Technology Program at the High School of Commerce and was awarded the Massachusetts Teacher of the Year Award in 2004.

She is president of the InterValley Project and has served on the Springfield Housing Authority Commission. Pellerin-Duck lives at 25 Patricia Cir.
