I thought the trash fee was invalidated by State legislation.

The Springfield Finance Control Board, by its Executive Order # 12-18-11, established the trash fee beginning in Fiscal Year 2008, which began on July 1, 2007.  This fee remained in effect for Fiscal Year 2009 (7/1/2008 – 6/30/2009) and will remain in effect for Fiscal Years 2010 and 2011.
