Who is responsible for paying the trash fee?

The owner of a participating dwelling unit or commercial unit whose name appears on the tax bill for the property, or current owner, shall be responsible for the fee.  If the property title is held in estate, the estate executor or executrix are liable for payment of any municipal taxes or charges, including the trash fee. 

Outstanding trash fee bills not addressed at real estate closings become the responsibility of the new owner of the property.
