Street & Trench Permits

 The DPW Engineering Division is responsible for the permit process for Street Occupancy, Street Opening and Trenching permits.

•  Street Occupancy- Any person, company, etc occupying the public way (dumpsters, hoisting cranes, block parties, etc). Our typical customers for these permits are residents, churches, and contractors

•   Street Opening- Any activity in the public way that opens or excavates the street or sidewalk. Our typical customers for these permits are contractors licensed by the City of Springfield installing or repairing underground utilities.

•   Trench permit- Any excavation on private or public property that digs a trench meeting the applicable state criteria.  Our typical customers for these permits are contractors with street opening permits on public ways, driveway contractors, and anyone excavating a trench on private property meeting the state regulations.

Site Plan Review

 The DPW Engineering Division is responsible for the review and approval process for site plans for new construction and rehabilitation of any properties in Springfield. Our typical customers for this are consulting engineers and architects designing and obtaining permits for commercial/ industrial development activity. Applicant must also have the water and sewer aspects of plans reviewed & approved by the Springfield Water & Sewer Commission.

 Subdivision Plan Review

 The DPW Engineering Division is responsible for the review and approval process for plans submitted through the Planning Board for individual lot subdivision (ANR or non subdivision plans) and site plans for multiple lot development. Our typical customers for this are consulting engineers and architects designing and obtaining permits for residential development activity. Applicant must also have the water and sewer aspects of plans reviewed & approved by the Springfield Water & Sewer Commission.

 Driveway Plan Review

  The DPW Engineering Division is responsible for the review and approval process for driveway construction. Our typical customers for this are residents and contractor working for residents.

Field Inspections

 The DPW provides inspections services for the above activities to ensure construction meets city standards and that the pavement excavations are restored to pre construction conditions. We also provide DIGSAFE mark outs for the city drain system and respond to citizen service requests
