Project Manager - Capital Asset Construction

SUMMARY

The City of Springfield is undertaking more than $128 million in capital construction projects.  The Project Managers highlighted in this posting will oversee all aspects of specific construction projects using planning, monitoring and controlling processes. These positions will report to the Director of Capital Asset Construction.

RESPONSIBILITIES include, but are not limited to: 

  • Planning projects and accomplishing goals within agreed upon time, cost and quality targets
  • Using MS Project to schedule tasks, deadlines and milestones for all parties involved; filing required reports; managing problems as they arise;  and identifying project uncertainties and risks to the City
  • Developing schedule contingency plans
  • Managing day-to-day operational and tactical aspects of the multiple or large scale construction projects 
  • Participating in the selection of consultants for architectural, engineering, feasibility, etc. studies and designs for capital projects
  • Partnering with all critical municipal personnel on project specifics and coordinating / directing the work of architects, engineers, contractors and vendors.  Serving as a City liaison, as needed 
  • Utilizing various software applications, such as spreadsheets, statistical and graphic packages to assemble, manipulate and/or format data and/or reports
  • Reviewing and processing all vendors invoices for payments
  • Supporting the Director to determine proposal wording, estimates, charts, and samples
  • Supporting the Director with projects cost and budget estimations
  • Partnering with the Director and PM team to come up with strategies to reduce project cost 
  • Supervising staff, as needed             

QUALIFICATIONS include, but are not limited to:

  • Proficient knowledge of MS Project
  • Proficient knowledge of current construction technologies
  • Demonstrated ability to express oneself clearly and concisely orally, in writing and via various methods of presentation
  • Demonstrated ability to positively interact with individuals at all levels of municipal government and a variety of professions
  • Demonstrated ability to work independently
  • Demonstrated knowledge of: Windows, all applications in MS Office, Adobe, CAD, and  Blueprints

 

EDUCATION/ EXPERIENCE

  • Bachelor’s Degree in Construction, architectural, landscape architectural or engineering field or, 10 plus years in the field of one of these disciplines required
  • Project Management preferred
  • Two years relevant experience providing contract administrative support preferred
  • Experience in grant writing preferred
