Financial Analyst
SUMMARY:
This position is responsible for the compilation of statistical data to be used in the development of the overall annual City budget. Additional responsibilities include: development of financial reports, accounting, analysis and monitoring of finances for all City Departments; development, implementation, forecasting, and preparation analysis and reconciliation of municipal departments’ departmental revenues and expenditures; and monitoring personal service, fringe benefits expenditures, reports and special projects as assigned. Also required is the ability to multitask and handle several projects at any given time in collaboration with various departments to develop the City’s annual budget, capital plan, operating plans, and other projects as assigned. Work is performed under the general supervision of the Finance/ Budget Director.
RESPONSIBILITIES include, but are not limited to: - Partnering with assigned departments to prepare annual budgets, including confirming personal services/ other than personal services, revenue and expenditures, and the narrative component’s of the City budget including analysis and the updating of performance measures
- Preparing report presentations based on expenditures and statistical data for quarterly Departmental meetings
- Monitoring forecasts of revenues and expenditures, analyzing departmental spending, implementing cost control measures, and controlling departmental spending to align with authorized appropriation limits
- Compiling and analyzing statistical data from Federal, State and Municipal governmental sources relative to budget preparation
- Identifying and monitoring key budget and policy issues and proposing and analyzing savings initiatives to increase efficiency and standardize operations
- Implementing any corrective actions identified in departmental audits by the City Auditor, Independent Auditors and Federal or State audit findings associated with grants
- Other tasks, as required
SKILL/ COMPETENCIES include, but are not limited to: - Thorough knowledge of municipal budgetary and financial methods and principles
- Thorough knowledge of the theory, principles and practices of accounting and auditing,
- with special reference to the accounting of federal and state funded programs and projects
- Knowledge of current data processing practices and procedures
- Ability to establish effective working relationships with municipal and government officials
- Strong analytical and problem solving skills
- Ability to work independently and meet aggressive deadlines
- Strong communication skills ( oral, written, presentation )
- Knowledge of project management principles
- Proficient with Excel, Access, Word, Power-Point
EDUCATION/ PROFESSIONAL CERTIFICATIONS/ LICENSES REQUIRED: - Minimum 2-4 years experience in a responsible financial position with an emphasis on budgeting, financial analysis and project management.
- Municipal Accounting experience preferred
- BS in Finance, Accounting, Business Administration or related field required
