Principal Planner

                                                                                                                                   

SUMMARY:

            This is responsible professional and administrative municipal planning work. Work involves considerable responsibility for the application of professional planning and engineering skills and knowledge in directly supervising and participating in a major portion of the municipal planning program, with both operational and staff responsibilities in phasing the entire planning program.  Work is performed with considerable professional independence in accordance with accepted practices and procedures in the fields of municipal planning, with review through reports, conferences and evaluation of results achieved.  Supervision is exercised over a large staff of planning and related technical personnel.

RESPONSIBILITIES include, but are not limited to:

  •             Directing the activities of either the long-range or current planning section of the municipal Planning Department by organizing, assigning, supervising, and controlling the work of subordinates.
  •             Providing supervisory advice and assistance and participation in the solution of difficult or unusual planning problems.
  •             Supervising and participating in the conduct of studies for the purpose of compiling and analyzing socio-economic data and making recommendations.
  •             Preparing studies and recommendations on the location and type of public works, park facilities, public and commercial buildings, housing developments, and related projects.
  •             Supervising and participating in special research studies of urban geography, zoning and comprehensive plan deficiencies and improvements.
  •             Assuming project and program responsibility in assigned areas; such as, land use planning, neighborhood planning, commercial and industrial planning, and related areas.
  •             Directing the preparation of maps, plans, sections, renderings, sketches, charts, diagrams, explanatory drawings, models, mockups, and special graphic material, developed in the solution of planning problems.
  •             Conducting staff meetings and individual conferences to interpret planning problems, assignment objectives and departmental policies and procedures.
  •             Acting for the planning Director in his/her absence or as delegated.
  •             Performing related work as required.

SKILLS/COMPENTENCIES include, but are not limited to:

  •              Thorough knowledge of the philosophy, principles, methods, and techniques of city planning.
  •             Considerable knowledge of the organization and functions of the various city departments.
  •             Considerable knowledge of city agencies and legal procedures in connection with city planning zoning.
  •             Considerable knowledge of the principles, methods, techniques, and materials use in the preparation of special graphic material of a planning nature.
  •             Ability to express ideas effectively, orally and in writing.
  •             Ability to plan, assign, supervise, coordinate, and review the work of several planners and related technicians.
  •             Ability to plan, develop procedures for, supervise, review, and prepare reports concerning, planning surveys, studies and projects.
  •             Ability to perform and supervise a wide variety of drafting duties including delineation of designs resulting from surveys and studies.
  •             Ability to establish and maintain effective working relationships with subordinates, municipal departments, civic agencies, and the general public.
  •             Ability to speak effectively before large public gatherings.

 EDUCATION/CERTIFICATIONS/EXPERIENCE REQUIRED:

  •              Thorough professional experience in regional and city planning work, including or supplemented by considerable experience in a supervisory capacity.
  •             Graduation from a four-year college or university with major course work in municipal planning, or in other courses related to planning, such as, sociology, economics or architecture.
