Mandatory Recycling Enforcement Coordinator

SUMMARY:

The goal of the Mandatory Recycling Enforcement Coordinator is to increase recycling tonnage collected in the City of Springfield’s municipal curbside recycling program. This will be accomplished through an education and enforcement program insuring Springfield residents are separating recyclables from trash to the fullest extent possible and placing them curbside for collection.  The Mandatory Recycling Enforcement Coordinator will carry out enforcement activities in conjunction with an outreach campaign to notify residents of the City’s intent to enforce mandatory recycling and to explain the benefits of recycling to the community.

RESPONSIBILITIES include, but are not limited to:

  • Assisting with presenting the goals and objectives of the enforcement program to the appropriate municipal elected officials, program managers, and contracted waste and recycling haulers prior to implementation and keep them apprised of the program’s results throughout the grant contract period.
  • Assisting with the presentation and implementation of a communications plan that markets and educates the program to the pubic. 
  • Collecting baseline recycling information that will be used to benchmark the progress of the recycling enforcement program.
  • Assisting in the documentation of existing trash and recycling practices.
  • Implementing enforcement procedures and conducting regular inspections of all routes.
  • Documenting the number of residents found in compliance and the number found out of compliance.
  • Taking appropriate enforcement actions for those residents found to be out of compliance with the recycling program.
  • Issuing appropriate trash and recycling fines in accordance with City local ordinances to homeowners who fails to comply with the program requirements.
  • Photographing and keeping records of violations and appearing in court on behalf of the City, when necessary.
  • Using baseline data, enforcement data and subsequent recycling/solid waste tonnage to assess the quantitative impact of the enforcement program on the municipality’s recycling program.
  • Conducting a follow-up recycling set-out rate survey for the 2 collection routes for which baseline set-out rates were established.

SKILLS/COMPETENCIES/QUALIFICATIONS include, but are not limited to:

  • Knowledge of waste reduction and recycling issues.
  • Knowledge of City of Springfield’s trash and recycling programs helpful.
  • Demonstrated ability to work independently.
  • Demonstrated proficiency in Word and Microsoft Excel.
  • Demonstrated ability to interact positively and effectively with the general public.
  • Demonstrated organizational skills.
  • Demonstrated possession of a valid driver's license. 
  • Demonstrated possession of a reliable vehicle for use.
  • Bi-lingual (Spanish / English) candidate preferred.
