Project Location: The development site is located in the Downtown (north blocks) area and involves the restoration of Union Station located on Frank B. Murray Street and the development of an abutting vacant lot on Main Street.


PROJECT BACKGROUND:
Union Station consists of two vacant buildings on Frank B. Murray Street: a three story terminal building and a two-story baggage building. Constructed in 1926, both buildings are on the National Register of Historical Places. The terminal building comprises 120,250 square feet and sits on a 50,000 square-foot parcel, with access to Frank B. Murray Street.

A significant amount of federal and state resources have been committed to the development of high speed rail and regional intermodal transportation. The City of Springfield and the Springfield Redevelopment Authority are committed to redeveloping Union Station so that transportation providers can offer their passengers the benefits of a completely rehabilitated state-of-the-art intermodal transportation facility. 


PROJECT SCOPE:
The 2008 Union Station Redevelopment Plan prepared by HDR, Inc., that will serve as the basis for this project proposes:

·  Restoration and renovation of the terminal building with approximately 33,000 square feet for PVTA, Amtrak, commuter rail and intercity bus operating facilities; 58,000 square feet of transit related to retail and office space; including day care, PVTA administrative offices and a transportation conference center; and 30,000 square feet of commercial “Opportunity Space” for future economic development.

· Removal of baggage building and construction of a 139,000 square-foot bus terminal with 23 bays.

· Construction of a 400 space, two-level parking garage above a ground-level bus-berthing area and connected to the terminal building to accommodate both street-level bus boarding terminal with public-parking above.

· Reopening of a passenger tunnel providing safe, walkable connection from the terminal building to the Amtrak station and platforms, as well as to Lyman Street.

· ADA upgrading of the rail platforms for Amtrak, intercity and future commuter rail service. 


PARTNER PROFILES:
On April 4, 2011, Mayor Domenic J. Sarno and SRA Chairman Armando Feliciano announced the selection of HDR Architecture P.C., as the design firm for the Union Station Regional Intermodal Transportation Center project.  The City also has retained Skanska USA Building Inc., as owner's project manager to oversee design and construction activities with the redevelopment effort.

Founded in 1917, HDR Architecture has grown into one of the largest and most respected architecture-engineering companies in the nation.  Building Design magazine, a leading international architecture publication, recently ranked HDR as the world leader in designing civic and government buildings.  HDR's recent projects include work on the redevelopment of Penn Station (the new Moynihan Station) in New York City, the Federal Building in Chicago, Spaceport America in New Mexico and the TD Ameritrade Park College World Series Stadium in Omaha.

The New Haven-Hartford-Springfield Rail Project

The New Haven-Hartford-Springfield rail service will provide Western Massachusetts and New England with improved rail service and expanded connections to multimodal transportation service while creating opportunities for sustainable economic development. 

The new NHHS rail service will operate at speeds of up to 110mph, cutting travel time between Springfield and New Haven to just 73 minutes.  NHHS service will provide direct or connecting service to New York City, Boston, and Vermont.

DBE Public Participation Notice

The Springfield Redevelopment Authority (SRA) is committed to carrying out all applicable requirements as contained in 49 CFR Part 26, “Participation by Disadvantaged Business Enterprises In Department of Transportation Programs.” In accordance with the formal public participation program tied to the SRA’s DBE Participation Program, the SRA is holding a (30) day public review of its DBE Goal of 2.8%.

The DBE goal and supporting documentation was made available for public comment starting on July 15, 2011 and ended on August 15, 2011.

The SRA accepted written comments by mail and fax for a 45 day period from the date of the notice.  In addition, during the review and comment period, written comments were also made to the Federal Transit Administration, Region One, Office of Civil Rights, Transportation Systems Center.
