<title><![CDATA[RFP: Leasing of Office Space & Parent Academy Space for the Springfield School Parent Info Dept.]]></title>

<description><![CDATA[Bid: 12-239 - The City, through its School Department (\"School Department\") and Parent Information Center (\"Center\") invites proposals to lease office and Springfield Parent Academy space for use by the Center in accordance with the terms, conditions, and specifications identified in this RFP.  The Center is staffed by approximately 27 staff and services about 300-400 visitors per day.

Center personnel meet with parents and social service agencies to evaluate which schools or educational programs children will be attending in the City.  The Center\'s supporting Springfield Parent Academy will deliver high quality learning opportunities to engage and educate parents and other caring adults throughout the City. 

It is the purpose and intent of this RFP to obtain a site that would be move-in ready on or about March 1, 2012 and that will provide space to adequately and effectively provide services at an affordable price.  The selected site should be accessible and user friendly to the children, parents, social agencies and others being served by the Center.

The City has downloaded the RFP to Comm-PASS (www.comm-pass.com) for City of Springfield Office of Procurement.  Bid documents will be available December 21, 2011 at www.comm-pass.com  by selecting the \"Solicitation Tab\" and using the \"Browse All Open\" by Entity (City of Springfield) option at any time 24 hours a day, seven days a week.  All addendums to RFP will be bidder\'s responsibility to acknowledge.  By, registering with Comm-Pass e-mail notification will be sent to registered bidders. 

It is required that the location be in Springfield, Massachusetts.  Proposals for space not in Springfield will not be considered.

Type and Amount of Space:

The Parent Information Center (\"Center\") office/clinical space and the Springfield Parent Academy (\"Academy\") office/clinical space are two (2) distinct operations however they may be combined into 1 space or location.

The City expects that the Center\'s office/clinical space will be about 9,500 total square feet to 10,000 total square feet.  A separate proposed space for the Academy will be roughly between 2,500 to 3,000 square feet.

DEVELOPMENT CONCEPT

The City is interested in proposals which will renovate this historic row house to its appearance as shown in the 1939 photo and as approved by the Springfield Historical Commission. 

The City is interested in proposals which will renovate 176 Maple Street as a single-family or two-family house. Proposals resulting in lower densities are preferred. Proposals resulting in owner-occupied units, including condominiums, are preferred. Nonresidential uses will only be considered as accessory uses to residential uses. Institutional uses such as group homes, churches, and schools will not be allowed. 


DEVELOPMENT INCENTIVE

This property is in the Maple Hill Local Historic District, which is both a certified local historic district and listed on the State Register Historic Places. Income producing projects may qualify for the federal and state 20% tax credit for historic rehabilitation.

CDBG funds are being made available by the CITY to be used for exterior repairs. No income restrictions are applied to these funds. CDBG funds will be an interest free, forgivable loan not to exceed $25,000. The loan will be paid out as reimbursement of expenditures. Half of the loan will be forgiven upon issuance of a Certificate of Occupancy by the Springfield Building Commissioner. Once the Certificate of Occupancy has been obtained, 20% of the remaining loan will be forgiven each year the property is owner occupied over the next five year period.

The proposed development should minimize other public expenditures and not require ongoing public operating subsidies. 

LOCATION AND SITE INFORMATION 

176 Maple Street was constructed in 1874 as part of six High Victorian Gothic row houses. (Note: 174 Maple Street is currently being offered for redevelopment separately.) It has four floors, each with approximately 1,000 square feet, plus a basement. The property is zoned Commercial A; however commercial uses will not be allowed except as home occupations. The building is within walking distance of the Central Business District and the South End and is less than ½ mile to Interstate 91 and 1½ miles to Interstate 291. 

RESTRICTIONS AND REQUIREMENTS

The property will be conveyed with a reverter clause which will require completion of development within twelve (12) months of conveyance of the deed.

Any exterior alterations such as new windows, additions, covering or removal of elements such as cornice detail require prior approval of the Springfield Historical Commission. 

The building shall be renovated similar to existing houses in the row. Landscaping and parking plans must be approved by the Office of Planning and Economic Development prior to transfer of title.
As part of the submission, a schedule of benchmarks for the project must be included - including immediate plans to secure the property from weather and from the public. Schedule to restore utilities to the building and exterior lighting should also be included. Preference will be given to proposals committing to securing the building in an expedient manner. All work should be complete within twelve (12) months of the date of closing.

Bidders are subject to all current zoning, building restrictions and controls as well as design review by the Office of Planning and Economic Development. Bidders must be current on all taxes, fines, fees and other debts and liabilities that they may have to the CITY and must make known in the proposal should any current liabilities exist.

Bidders must show proof of financial commitment to close immediately on the property and commence redevelopment. Project budget and corresponding financing must be provided


PRE-PROPOSAL ASSISTANCE

In order to provide prompt answers to questions, the RFP Review Committee requests that all proposers submit written questions ten days prior to the RFP response deadline. <title><![CDATA[Lease & Purchase Options of Space for a Regional Animal Control Adoption Facility]]></title>

<description><![CDATA[Bid: 12-165 - The City of Springfield (City), acting as lead municipality (Lead Municipality) for three (3)  western Massachusetts communities (\"Communities\") that participate in regional animal care and control services, is seeking long-term lease and purchase option proposals for a facility ("Facility") in which to provide regional animal control services for dogs and cats.  The participating Communities currently include Springfield, Chicopee, and Holyoke.  The Facility must be located within the City of Springfield. 

The Communities currently receive animal control services at the Thomas J. O'Connor Animal Control and Adoption Center (\"Center\") at 627 Cottage Street, Springfield, MA. 01104.  As a result of litigation, the City is required to re-advertise for leased space for the Center.

While this Request for Proposals (\"RFP\") is being issued under Mass. Gen. Laws ch. 30B, the Successful Developer will be required to comply with all applicable requirements of  Massachusetts law regarding selection of an Owner\'s Project Manager, Designer Selection, and laws governing Public Construction, in the development of the lease space for occupancy, as well as for improvements during the lease term.    

The purpose of this RFP is to procure leased space for the Facility that will meet the Communities' animal control needs for the next 20 years.  Proposers are advised that the City will not award a contract for a lease price which exceeds $340,000.00 per year.   The RFP also requires proposers to submit purchase option prices at 5-year intervals, in the event the City opts to purchase the leased space prior to the expiration of the lease term. 

The cities of Springfield, Chicopee and Holyoke are in the process of obtaining local authorization to participate in a 5-year inter-municipal agreement to fund their respective pro-rata shares of the costs of occupying and operating the Facility.  

Proposers are advised that all lease and/or purchase option payments following the first fiscal year of the lease are subject to annual appropriation.  Prior to the commencement of each subsequent fiscal year (July 1 to June 30) during the term of the lease, the City shall make all reasonable efforts to secure an appropriation and authorization to spend funds in an amount sufficient to discharge its obligations under the lease which accrue in that fiscal year.      

This RFP is for a lease with purchase options, and does not involve the operation of the Facility.  The Facility will be operated under the direction of a Board of Supervisors, made up of representatives each of the participating Communities.

The leased space must be available for occupancy within 24 months of the execution of a Development Agreement and Lease (\"Agreement\").  This includes the time necessary for the Landlord to procure all project management and design services, design and bid the project, and complete construction, in accordance with Massachusetts public construction bid laws.  Any failure by the Successful Proposer to comply with such laws may result in a requirement to rebid the work at the Successful Proposer\'s sole cost and expense, or the termination of the Agreement, at the City\'s sole option.   

OCCUPANCY DATE: The proposed leased space must meet all RFP requirements and be ready for occupancy within 24 months of execution of the Agreement.  The occupancy date is subject to extensions due to bid protests, rebids and other bidding delays not caused by the Landlord, to the extent permitted under Mass. Gen. Laws ch. 149.

BASIC TERM AND COST OF LEASE WITH PURCHASE OPTIONS:  Proposers are required to give prices for a lease, and prices for the option to purchase the Leased Premises at five (5) year intervals during the lease term. <title><![CDATA[Redevelopment of 886-892 State Street & 870-880 State Street]]></title>

<description><![CDATA[Bid: 12-201 - The City of Springfield (hereafter \\\"CITY\\\") is requesting proposals for the redevelopment of five tax foreclosed parcels on State Street, as more fully described in \"Section D. Location and site information\" of this Request for Proposals (RFP). 

The Redevelopment Project site (\"Project Site\") includes five separate parcels situated on approximately one acre of land at a high point on the State Street Corridor, overlooking the City to the west of Mason Square. The site has frontage along State Street. Although the information regarding the property contained in the RFP is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy.

The City will give  preference to developers whose proposal includes the purchase and redevelopment of all five parcels as a single project, but will also consider individual proposals for the two site packages  separately divided and described in Section D as \"State Street - Project A\" and \"State Street - Project B\". 

The City will appoint a Review Committee to review all proposals and recommend finalists.  \"Sections K - M\" and Attachment B below outlines the evaluation criteria the Review Committee will utilize to review qualifications and rank the finalists. The City and the appointed Review Committee reserve the right to reject any or all proposals in whole or in part for any reason and to waive any minor informalities within proposals or this document.

The properties are being sold \"as is\" and the City makes no representations regarding the environmental and/or physical condition of the properties and will require the buyer to assume responsibility for these conditions. Prospective developers should undertake their own reviews and reach their own conclusions concerning zoning, title and survey matters, required approvals, physical conditions, environmental conditions, reuse potential, utility services and development, leasehold, legal and other considerations.  Proposers are responsible for making their own determinations of existing conditions.

The project site\'s five properties are located in the Bay neighborhood along the edge of Mason Square. The properties are all located along the 3.2-mile-long State Street Corridor which recently underwent a $16 million restoration project, including roadway reconstruction, intersection improvements, new sidewalks and median strips and many new pedestrian and vehicle amenities. The reconstruction is a key factor in advancing redevelopment opportunities along the State Street Corridor.  

Downtown Springfield is approximately a mile to the west, and Springfield Technical Community College Enterprise Center is located a half mile to the west.  Western New England College, MassMutual Life Insurance and the Baystate Health Complex are all located within a three mile radius. 

886-892 State Street: This property is a four story mixed use brick building with three commercial units on the ground floor level, of which one is currently occupied. There are fifteen, two bedroom apartments on the upper three floors, of which all are currently occupied. (See cover photo)

WS Andrew Street (00440-0001): This property is a paved parking lot directly behind 886-892 State Street. Lines are currently drawn for approximately ten parking spaces, which are currently used by occupants of the mixed-use building at 886-892 State Street. 

870-880 State Street: This property consists of two single story commercial buildings.  Combined, these two buildings contain eight commercial units, of which three are currently occupied.  (See photo)

WS Andrew Street (00440-0002): This property is a paved parking lot that has lines drawn for approximately thirty parking spaces.  During the time that 886-892 State Street and 870-880 State Street have been under joint ownership, this lot has been used not only for parking for the commercial occupants but also as overflow parking for the residential occupants at 886-892 State Street.

WS Hayden Avenue (06460-0035):  This property is currently partially paved and is sometimes used for parking for an abutting residential property on Hayden Avenue, although no formal agreement for this use is in place. 

RESTRICTIONS AND REQUIREMENTS

Fifteen units at 886-892 State Street are currently occupied by families that participate in the HUD Shelter Plus Care Program. The entire fifteen (15) units are subject to an annual rental assistance contract with HAP, Inc., which provides subsidies funded by HUD through DHCD, subject to appropriation of federal funds.  The tenants in these units receive individualized supportive services through the Gandara Center, which is under contract to the Massachusetts Department of Public Health to provide these supportive services.
