<title><![CDATA[Installation of New Gymnasium Floor System at Liberty Elementary School]]></title>

<description><![CDATA[Bid: SPG-12-392 - Sealed bids for the General Construction contract are requested through the Office of Procurement.  Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149.  Bidders are advised that the prevailing wage rate schedule, issued by the Massachusetts Department of Labor included in the specifications will prevail in the work of this contract.  

This project is for the removal of the existing gymnasium floor, leveling the concrete slab in conformity with MFMA (Maple Flooring Manufacturers Association) Industry Standards, and installing a gymnasium floor system consisting, in general, of maple flooring, wood subflooring, vapor retarder, sanding, sealers, finishes, game lines and wall base. The gymnasium's dimensions are 80 feet by 55 feet.  Vendor will be required to provide all labor, tools, equipment, materials, and trucks equipped to perform the services contemplated in these specifications.  Estimated cost of project is $80,000.00.  
Work will commence on or about June 18, 2012 and shall be completed by August 15, 2012.

The School Committee of the City of Springfield wishes to obtain the services of qualified contractor to act as an Enterprise Application Developer for the Springfield Public Schools Department.  The contractor shall be responsible for designing, coding, testing, de-bugging, deploying, integrating, maintaining and documenting software applications as further specified in the RFP package. 

The contractor shall bill the Springfield Public Schools monthly, on an hourly basis, for services provided at days and times to be mutually agreed upon by the Contractor and the SPS Director of Information Systems. Estimated cost is $100,000.00 per year.  

The term of the contract shall cover the time period between July 1, 2012 and June 30, 2013.  This contract shall include an option to renew for two additional one-year terms.  

The proposer shall submit evidence of the following qualifications:
	Demonstrated successful experience with City of Springfield municipal department systems, databases, and systems integration
	Experience with payroll systems migration
	Experience with Tyler MUNIS Payroll System, City of Springfield Payroll
	Experience with City of Springfield Budget/Funding Procedures and Coding
	10 + years experience with application development and systems integration

Project Description: The City of Springfield is seeking architectural and engineering design services for a parking structure to be located at 92-96, 98, 100, 104-108 State Streets in Springfield, MA. The project will also contemplate the inclusion of 1208-1220 State Street as part of the parking structure concept, currently a privately owned parcel. This project is part of the implementation of the Court Square Urban Renewal Plan, a state authorized urban renewal plan approved by the Commonwealth of Massachusetts Department of Housing and Community Development.  The proposed parking structure will house a minimum of 150 vehicles.

Applicants must complete the Commonwealth of Massachusetts DSB  Application Form and list the following design professionals they intend to use, whether staff members or sub-consultants:
1.	Architect
2.	Engineer
3.	Landscape Architect

The City of Springfield reserves the right to reject the choice of any sub-consultant.  In no event will a sub-consultant be used who has been disbarred pursuant to Chapter 149, section 44C of the Massachusetts General Laws.

All firms must possess the following minimum qualifications:
1.	Massachusetts registration and licensing in all applicable disciplines.
2.	Thorough knowledge of the Massachusetts State Building Code and Regulations of the Architectural Barriers Board.
3.	Thorough knowledge of the requirements of M.G.L. C. 149, C. 30 section 39M, also Chapter 7, sections 38A-1/2 - 38O and Chapter 30 and other applicable laws.
4.	Sufficient levels of staff (including sub-consultants) to complete the projects assigned within the City time frame.
5.	A local presence over the life of the projects.
6.	Must be willing to sign the standard contract of the City of Springfield for Architects and Engineers for each project assigned.
7.	Must be willing to work for a fixed fee.  The contracts will provide for equitable adjustments in the event of changes in the scope of services.

All proposals become the property of the City of Springfield.  The Chief Procurement Officer reserves the right to reject any and all proposals in the interest of the City.

The City of Springfield through its Trade Contractor Prequalification Committee is prequalifying firms interested in providing public Trade Contractor services on this Public Construction Manager at Risk ("CM" or "CM at Risk") project through this RFQ process.  The City of Springfield's  Brookings and Dryden Schools Trade Contractor Prequalification Committee will evaluate submitted Statements of Qualifications ("SOQs") based upon the identified evaluation criteria and points set forth below and only those firms obtaining the required minimum points will be deemed prequalified.  Only those respondents deemed prequalified will be invited to submit a bid in response to a Request for Bids ("RFB") which will be issued in the second phase of the procurement process.  The project delivery method for construction will be public CM at Risk with a Guaranteed Maximum Price ("GMP") under M.G.L. Chapter 149A.  

The proposed project is expected to include approximately 101,000 square feet of gross buildings area at an estimated construction cost of $30,000,000 ("the Project"). The Dryden School has 7,000 square feet of new construction and 36,000 square feet of renovations. Rear Dwight Street consists of approximately .45 acres of vacant land abutting Interstate 291.  Property is being sold "as is," and the City makes no representation regarding the environmental condition and will require the proposer to assume responsibility for these conditions with respect to possible reuse.

Location and Site Information
The parcel (referred to hereafter as the "Subject Land") is located at Rear Dwight Street in the Metro Center neighborhood of Springfield, Massachusetts. The site contains 19,621 square feet (.45 acres).  The parcel is located adjacent to Interstate 291.

Acquisition Terms
All Proposers are instructed that the property is for sale.  Approval of sale is at the sole discretion of the City.  The successful buyer will merge the "Subject Land" with an adjoining parcel within one year from date of purchase.

The full fair market value (FFMV) of Subject Land is $147,200.00.  However, the city will consider all offers that deviate from the fair market sale price as long as a compelling explanation is provided.  The acceptance of a sale price other than the fair market sale is at the sole discretion of the city.  

Development Concept
Rear Dwight Street:
The City is most interested in development proposals that continue to use the property for surface parking and is consistent with uses in an Industrial A zone.  

Conditions precedent to conveyance shall include that all necessary testing, reporting, abatement measures and filings under MGL 21E are acknowledged and approved by DEP. Also, that the City of Springfield's Office of Planning and Economic Development has approved the site plan, landscaping, elevation and signage plans for the development.

The Redevelopment Project site ("Project Site") includes two adjacent areas with eight separate parcels, zoned Business A, situated on more than 1.5 acres of land in the Memorial Square neighborhood of the city, and in immediate proximity to several new medical institutions including Baystate Health, Mercy Medical Center, and Shriners Hospital for Children.   Although the information regarding the property contained in the RFP is from sources deemed reliable, such information has not been verified and no representation is made or implied as to its accuracy.

The City will give  preference to developers whose proposal includes the purchase and redevelopment of both sites, including all eight parcels as a single project, but will also consider individual proposals for the two site packages separately divided and described in Attachment B as "Site A" and "Site B" 

COMMUNITY PROFILE

Springfield is located along the Connecticut River 25 miles from Hartford, Conn.; 50 miles from Worcester; 80 miles from Albany, N.Y.; 85 miles from Providence, R.I.; 90 miles from Boston; and 140 miles from New York City. 

Springfield has a notable history. It was the home of Theodore Geisel, better known as Dr. Seuss, and is the location of the Springfield Museum Quadrangle, which includes the Dr. Seuss sculpture garden. It is also the birthplace of basketball, invented by James Naismith at Springfield College, and home to the Naismith Memorial Basketball Hall of Fame. Other points of interest include the Springfield Armory National Historic Site, Springfield Symphony, CityStage; The Artists at Indian Orchard Mills complex, the Community Music School and many other arts and cultural attractions. The Springfield Museums, located on the State Street Corridor, house one of the most comprehensive collections of Currier & Ives prints in the world, and the G.W. Vincent Smith Art Museum at the Quadrangle holds one of the Western world's largest collections of Chinese cloisonné. The American Hockey League's Springfield Falcons franchise is based in Springfield, as is the league's headquarters. In March 2009, the City became one of only two in New England to be awarded a National Basketball Association Development (NBA-D) League franchise known as the Springfield Armor. 

From its earliest beginnings Springfield had its roots in industry. In 1776, a national arsenal was sited within Springfield, and, in 1794, it was designated by Congress as the first National Armory. With the dawning of the Industrial Revolution, Springfield experienced growth across a spectrum of manufactured goods: handguns, railroad cars, motorcycles and cars. 

Beyond its distinctive historical roots, the City is home to four colleges: Springfield College, American International College (AIC), Western New England College and Springfield Technical Community College (STCC), with a combined enrollment of nearly 20,000 students. AIC and STCC are located on the State Street Corridor. AIC is located directly adjacent to the Project Site.  The City is engaged in an economic and cultural partnership with Hartford, Conn., and the Springfield-Hartford region constitutes New England\'s Knowledge Corridor, with the second-largest concentration of institutions of higher learning in New England, outside Boston. 
Major and prominent employers in the City include the world headquarters of MassMutual Financial Group - which is located on State Street; Liberty Mutual also on State Street; Baystate Health; Mercy Health System; Big Y World Class Markets; Peter Pan Bus Lines; Smith & Wesson; Milton Bradley and Merriam-Webster. Of special interest, Baystate Health, which already employs 3,800, has unveiled one of the more aggressive economic development projects in the region. Baystate Health is in the midst of a $296 million expansion, set for completion in March, 2012, and will create more than 500 jobs on the 54-acre Baystate Medical Center campus located in the North End of the city. BMC is also the western campus of Tufts University School of Medicine.
Springfield is the third largest city in Massachusetts and fourth largest in New England (behind Boston, Providence, and Worcester).  Springfield is commonly known as the City of Homes for its vast stock and variety of historic architecture and housing styles, and as the City of Firsts for its being the home to many "firsts," such as the birth of basketball, the nation's first Armory, the first motorcycle, and the first gasoline-powered commercial car.

There are proposed plans to link downtown Springfield via frequent commuter rail service to Hartford, New Haven and points thereafter including New York City. These locales are already served by Amtrak rail, with daily trips from Springfield.

The properties are located near Baystate Health, Mercy Hospital, Shriners Hospital and other medical offices and facilities, and less than ¼ mile from Interstate 291.

The site has two churches located adjacent, and both churches as well as a neighboring funeral home have utilized the site for overflow parking. The St. Peter & St. Paul Orthodox Church is located at 118 Carew Street to the East of the site and the Gardner Memorial, A.M.E. Zion Church is located at 90 Carew Street, on the corner of Dwight and Carew Street.

Proposers are encouraged to work with neighboring properties to ensure any development proposal is respectful of the historic nature of these structures and cognizant of the needs of these important community institutions.

All parcels are vacant land and zoned Business A.

DEVELOPMENT CONCEPT

The City is seeking to select a developer who submits the most advantageous proposal consistent with the selection criteria and proposal requirements set forth in this RFP, and who demonstrates the ability to perform as proposed in a timely fashion. The City will give preference to developer's whose proposal includes the purchase and redevelopment of both sites, including all eight parcels as a single redevelopment concept.  The city will also consider submitted proposals that develop one site independent of the other.  

While the financial benefits (i.e., price paid for the property)  of a proposal are important to the selection of a developer, coupled with all selection criteria, the City will also consider the broader fiscal and economic benefits to be realized from the redevelopment project.  The City will not be obligated to select the proposer offering the highest purchase price if another proposal better satisfies the selection criteria and other requirements of this RFP as a whole.  

The City is most interested in proposals that creatively integrate both sites with the surrounding area, respecting zoning, and in a manner that creates a viable redevelopment opportunity and enhances the aesthetic appeal of the streetscape. Proposers should be familiar with abutting uses and mindful of such when developing a redevelopment project and program to ensure the project is respectful of existing neighbors.
Questions regarding the RFP may be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the City requests that all proposers submit written questions to the City of Springfield's, Office of Procurement not later than 4:00 p.m. March 23, 2012. Questions may be faxed or e-mailed. The City will compile written answers which will be  mailed to all Proposers who requested a copy of the RFP, no later than March 27, 2012.

To maintain a fair and impartial competitive process, the City can only answer written questions.  Private communication is not allowed with any RFP Review Committee Member or member of the Office of Planning and Economic Development or other City staff during the proposal preparation and evaluation period.  Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.

Addenda and other documents relevant to this procurement will be available through the Comm-pass website. It is the responsibility of the vendor or proposer to visit Comm-pass in order to obtain such documents.
